The ORT-KesherNet Center in Simpheropol for information and communication technologies began its operations in 2001. It is housed at the “Hesed-Shimon” community center.
The main impact of the center is improving the social and economic status of socially vulnerable segments of the population by providing training for professional work with new information technologies. The center’s target audience includes unemployed women, disabled people, young people and elderly people. Members of the Jewish community access the center.
From 2011 the center has partnered with the non-profit organization PH International, together with Microsoft, to deliver an "Information Dissemination and Equal Access" (IDEA) project.

The center offers the following courses:
a. Computer Literacy
This course is aimed primarily at students between the ages of 45 and 70. It covers the fundamentals of working with the Internet, with e-mail, with Microsoft Windows and Microsoft Word.
b. Microsoft Excel and Microsoft Access
This course is aimed primarily at women between the ages of 25 and 50. In relation to Excel, it covers data inputting and editing, working with formulae and functions, and creating charts. In relation to Access, it covers making tables, making applications, and generating forms & reports.
c. Microsoft Word
This course is aimed primarily at students between the ages of 18 and 55. It covers creating and editing documents, in addition to working with lists, tables and images.
d. Graphics Editor GIMP
This course is aimed primarily at students between the ages of 18 and 25. It covers an introduction to raster graphics, studies of GIMP features and techniques, image downloading, drawing tools, cropping tools and animation.
e. Introduction to the Internet
This course is open to all. It covers Internet settings and features of websites, saving data, using e-mail and using other forms of online communication.
f. Microsoft Publisher
This course is aimed primarily at students between the ages of 18 and 25. In addition to gaining familiarity with the interface, students learn about layouts for CVs and other documents.
g. Microsoft PowerPoint
This course is aimed primarily at teachers and at students between the ages of 18 and 25. In addition to gaining familiarity with the interface, students develop techniques for creating professional presentations.
